U-Ctrl Research Initiative is a research-driven institute — not a product company — working to become the leading water problem-solving and management research organization in Palestine.

To generate rigorous, field-tested research on water loss and management in Palestine, and to translate that research into technology, training, and policy that communities and institutions can act on.

A Palestine where every household and municipality has the data and tools to manage water sustainably — and a research institute recognized regionally as the authoritative voice on how to get there.
Executive Summary
Why a research institute, not just a product
Palestinian water systems lose a significant share of supply to aging infrastructure and fragmented networks, while many households consume well below the WHO-recommended minimum. Hardware alone cannot fix that — it takes verified field data, academic rigor, and policy engagement with the Palestinian Water Authority. U-Ctrl was founded to do all three: build the sensing technology, run the pilots that prove it works, and carry the resulting evidence into the rooms where water policy gets made.
Research Methodology
Pilot installations generate real usage and leak data; findings are validated against published international water-scarcity research before informing recommendations.
